Utilizing media relations and multicultural community outreach to position Eastern Municipal Water
District (EMWD) as a leading water agency in California.

Challenge
The Challenge
Eastern Municipal Water District is the sixth largest retail water agency in California and provides
water, recycled water and wastewater services to over 1 million people in western Riverside County.
Westbound's efforts aid in positioning EMWD as a leading organization in performance, technology
and advocacy, along with positioning the agency as a subject matter expert in the region, state and
nation on water issues. Westbound utilizes earned media and community outreach strategies
to increase EWMD's share of voice in the media and awareness of the agency's innovative and
environmental solutions. Community outreach targets Latinos and influential stakeholders in the
region. The agency’s inland location has no broadcast TV market and scarce media outlets meaning
Westbound is creative with outreach tactics.


The Solution
A media relations plan positions EMWD management as subject matter experts and thought leaders,
while a robust Latino outreach plan targets a critical audience. Westbound exceeded earned media
coverage goals and built strategic relationships with niche reporters. We also developed and
launched the agency's first Spanish language newsletter titled EMWD Comunicado as part of
Westbound’s Latino outreach initiatives.
