Development and implementation of public outreach plans on behalf of the San Bernardino County
Transportation Authority (SBCTA) to successfully deliver transportation projects from the
environmental through construction phases.

Challenge

The Challenge

Serving more than 2.1 million residents of San Bernardino County, the SBCTA is responsible for cooperative
regional planning and furthering an efficient multi-modal transportation system countywide. Westbound played an
integral role in fulfilling public engagement requirements to achieve environmental clearance and approval on high-
profile, challenging projects for goods movement, passenger rail, and express lanes as well as led public outreach
efforts on some of the largest construction projects in the Inland Empire. This included Colton Crossing, San
Bernardino and Redlands Passenger Rail Projects, 5th Street Bridge Replacement Project, Palm Avenue Grade
Separation Project, I-215 Widening Project and the I-10 and I-15 Corridor Projects. The combined investments of
these projects exceeded $2.2 billion.

The Solution

The Solution
Westbound helped SBCTA achieve innovation in public outreach that included the first project specific newsletter
and video series - both for the I-215 Widening Project. On the I-10 and I-15 Corridor Projects, Westbound raised
the bar with public engagement and its approach to establishing Community Advisory Groups became the
standard in the Inland Empire.
From a media standpoint, coverage was secured in engineering and construction trades as well as general market
for each of the projects. The biggest media success was on the groundbreaking event for the I-215 Widening
Project in 2009, which resulted in more than 9 million media impressions from outlets like the Wall Street Journal
and Associated Press. Shortly thereafter, U.S. Department of Transportation Secretary Ray LaHood testified
before Congress and gave his report on stimulus funding to date - this project was the shining example for all
highway projects.
